A general framework for computing the normal mode Laslett coefficients for two (offset, parallel) conducting liners surrounded by a common circular-bore magnetic yoke is pre-sented, including electric and magnetic image fields. The formalism is appliedto a simplified twin-liner coasting-beam LHC geometry. The offset of the liners with respect to theyoke axis and the influence of one beam on the other produce a non trivial dependence of the tune-shift from the azimuthal coordinates within each pipe.
