Le «città medie» nello sviluppo territoriale della Campania: alcune riflessioni

In many countries of the advanced economy, insediative and migratory dynamics of the last decades have been characterized by a general tendency to the population deconcentra-tion by a reversal of the residential flows from the great metropolitan areas toward smaller dimension urban reality. Such flows have generated also in Italy the birth of “medium cit-ies” that characterize a new human habitat and a new urban structure that places side by side to the previous one, without replacing it: some authors speak about local and not metropolitan territorial systems, or about wide dimension nodes of city nets that around the great metropolitan areas; other authors speak about “widespread city” and of country-side disappearing due to the fact that the metropolitan process has cancelled the dualism between city and countryside, and extended to the entire territory the characteristics and typical life style of the urban areas.In this paper, starting from a such theoretical framework, some reflections are proposed about role and definition of the “medium cities system” carried out in the competitive development of the regional italian systems, aligned with the objectives of the new re-gional programming 2007-2013. In detail, it will be emphasized, within the regional Campania development framework, the difficulties and the limitations of the medium cities of the Campania inner areas. In fact, inner areas are territorial contexts that only marginally are into the development design and consolidation project of the “regional net of the medium cities”, that as intended from POR FESR Campania, are candidate to become “nodes of the net for competitiveness”, as they could be awarded of sub-delegations for the territory development program.

In molti paesi dell’economia avanzata, le dinamiche insediative e migratorie degli ultimi decenni si sono caratterizzate per una generale tendenza alla deconcentrazione della popolazione, cioè ad una inversione dei flussi residenziali dalle grandi aree metropolitane verso realtà urbane di minori dimensioni; tali flussi hanno generato una crescita di natura semi-metropolitana nelle zone circostanti la città ma, anche, in quelle rurali più remote ed hanno segnato fortemente le aree non metropolitane, che in pochi anni sono passate da una fase di emigrazione ad una di immigrazione netta. Il presente contributo intende, dunque, proporre alcune riflessioni sulla definizione ed il ruolo svolto dal «sistema delle città medie» nello sviluppo competitivo del territorio campano, in linea con gli obiettivi della nuova programmazione regionale 2007-2013; brevi considerazioni sono rivolte alle difficoltà ed alle limitazioni a cui dovranno sottostare le città medie delle aree interne, dove solo le città capoluogo possono essere classificate come tali.
