The Mediterranean region, still deeply marked by historical conflicts arising from the European colonial policy and a condition of subordination and dependence on the European countries of the side North, finds in a condition of widespread cultural underdevelopment another obstacle to the rational use of endogenous resources to promote an economic and social development that sees protagonists the local actors. In order to remove this obstacle would be very appropriate to the international cooperation between cultural Institutions and the presence in the territories of research Centers and Universities, structures essential for the processing and transfer of knowledge as a key factor in order to prime original and self-centring processes of development and that, accompanied by social policies re-distribution, are able to create new job opportunities and income to solve the problem of poverty, spreading education and, therefore, favoring the peace.
La regione del Mediterraneo, ancora profondamente segnata da conflitti storici conseguenti alla politica coloniale europea e da una condizione di subalternità e di dipendenza rispetto ai Paesi europei della sponda Nord, trova in una diffusa condizione di sottosviluppo culturale un ulteriore ostacolo ad un uso razionale delle risorse endogene per promuovere uno sviluppo economico-sociale che veda protagonisti i soggetti locali. Per poter rimuovere questo ostacolo sarebbe quanto mai opportuna la coopera-zione tra Istituzioni culturali a livello internazionale e la presenza sui territori di Centri di ricerca e Università, strutture indispensabili per l’elaborazione e il tra-sferimento della conoscenza quale fattore fondamentale per innescare processi di sviluppo originali ed autocentranti che, accompagnati da politiche sociali ri-distributive, siano in grado di creare nuove occasioni di lavoro e di reddito vol-te a risolvere il problema della povertà, diffondere l’istruzione e, quindi, favori-re la pace.
