In this regard, the present essay intends to shed light on its distinguishing features by proposing an analysis of the a) listing criteria, b) humanitarian exemptions and c) de-listing mechanism. Indeed, the newly passed sanctions regime included, for the very first time, a standing humanitarian carve-out, meaning that certain goods/assets are exempted from the restrictions in a permanent way rather than on a case-by-case basis.
