The UN Security Council Adopts a Targeted Sanctions Regime to Tackle Gang-related Violence and Arms Trafficking in Haiti

In October 2022, the UN Security Council decided to unanimously establish a targeted sanctions regime to reckon with the surge of violence and other destabilizing activities perpetrated by the local gangs in Haiti. In this regard, the present essay intends to shed light on its distinguishing features by proposing an analysis of the a) listing criteria, b) humanitarian exemptions and c) de-listing mechanism. Indeed, the newly passed sanctions regime included, for the very first time, a standing humanitarian carve-out, meaning that certain goods/assets are exempted from the restrictions in a permanent way rather than on a case-by-case basis.
