The number of university students with disabilities or learning disorders is growing steadily, making legislative reforms urgently needed to better direct the numerous attempts of individual universities to respond effectively. In addition, there are also students with special educational needs due to partic-ular disadvantages, especially socio-economic ones, who require attention, even though they are not yet covered by current regulations. The numerous services provided, without any previous experience, sufficiently satisfy the users even though they would need more resources. In addition to the im-provement of the contexts, however, it is also necessary to increase the skills of the teachers, who have never really been trained in the principles of spe-cial pedagogy and didactics. Obtaining higher education qualifications, and thus a degree greatly facilitates the access of people with disabilities to the labour market. A great deal of room for improvement in production pro-cesses can be realised, in the inclusive dimension, above all by developing special ethics and disability management modules in the various education courses. This is the only way to truly contribute to the achievement of the social sustainability goals advocated by the 2030 Agenda, despite the serious delays after a few years of its promulgation.
