The Chapter highlights the link between the supervision of periodic reports and Art. 26 VCLT, further to which “[e]very treaty in force is binding upon the parties to it and must be performed by them in good faith”. To this end, after having devoted some reflections to the second element of Art. 26 VCLT and to the willingness of the parties to a multilateral agreement to avail themselves of a committee or group of experts in order to better comply with it, the Chapter will illustrate some treaty provisions and some recommendations that shed light on how such bodies perform the function of assisting (in) and promoting (the) performance of international treaties.
