The essay aims at examining, against the background of the relevant constitutional principles, the important normative change represented by the adoption, in 2019, of the law on the “Reddito di cittadinanza” (Rdc). After dealing briefly with the issues concerning the structure of the Italian welfare system and with those concerning the definition and the history of anti-poverty programs, the essay focuses on the objectives of the Rdc and on the regulatory framework in which the measure has been placed. Afterwards, the subjective and objective aspects of the Rdc are examined. In addition, some critical issues have been identified dealing with concerns of constitutional compatibility raised by the act by which the Rdc has been introduced. A considerable part of the essay is dedicated to the issue of "conditionality", which is an essential functioning principle in the context of the paths designed for labour reintegration and/or for social inclusion. In this respect, the essay analyses a number of concerns of compatibility with the fabric of our constitutional principles, in the light of a correct consideration of the correlation between personalist principle, solididarity principle and labour principle. Afterwards, the essay focuses its attention on “generative welfare” as a constitutionally well-founded perspective able to guide a process of trasformation of anti-poverty policies. The last part of the essay, which also takes into account the impact of the COVID-19 emergency on the anti-poverty policies sector, is devoted to developing some final food for thought based on the entire search path which has been followed.
