We propose a formal method to compute a suitable set of coefficients and aggregate individual judgments in a common group preference matrix. In our procedure we assume that there is a large dispersion and decision makers are unwilling or unable to revise their judgments and, in any case, the weights are not negotiable. Our method, based on Frobenius norm, provides a solution which takes into account a new congruence measure between decision makers.

Abstract
