Les technologies de l’information et de la communication présentent des avancées significatives pour l'information géospatiale et les systèmes de communication. Elles peuvent grandement améliorer la prévention des catastrophes et la gestion des crises. Cependant les effets par lesquels les TIC touchent culturellement les relations entre les personnes et leur environnement (perception du danger, préparation des citoyens, secours, relèvement et résilience) ne sont pas suffisamment étudiés. Cet article tente de comparer le comportement des gens face aux dangers et catastrophes au long de trois âges (culture orale, médiation des mass-médias, médiation des TIC). Nous développons un modèle général de gestion des catastrophes et des lignes directrices pour l'utilisation des TIC durant le cycle d'une catastrophe.
