The expansion of public-private partnerships (hereinafter referred to as PPPs) is a global phenomenon affecting all sectors, at any governance level, which involves all types of public institutions (Borgonovi, Marsilio, Musì, 2006). Due to their political-institutional, procedural, and administrative complexity, PPPs normally concern major projects, of great significance, liable to modify the strategic positioning or the evolutionary trajectory of all partners, starting from the public sponsor’s. By way of example, let us think of the strategic impact exerted by the construction of a new PPP-based hospital on a health care unit or by the construction of a new theatre on an opera institution, or by a major connecting road on ANAS (Italian Road Board), etc.
La diffusione delle partnership pubblico privato (d’ora in avanti PPP) è un fenomeno globale presente in tutti i settori, a ogni livello di governo, che coinvolge tutte le tipologie di istituzioni pubbliche (Borgonovi, Marsilio, Musì, 2006). Per la loro complessità politico-istituzionale, procedurale e amministrativa le PPP riguardano di norma progetti significativi, di rilevanti dimensioni, che possono modificare il posizionamento strategico o la traiettoria evolutiva di tutti i partner, a partire dal promotore pubblico. A titolo esemplificativo si pensi all’impatto strategico della costruzione di un nuovo ospedale in PPP per un’azienda sanitaria o alla costruzione di un nuovo teatro per un ente lirico, o a un grande raccordo stradale per l’Anas, ecc.
